Click fraud is the practice of competitors repeatedly clicking on your ad incurring cost and skewing your stats.  It’s given by pay-per-click detractors as a reason not to do it.

However Google are well aware of this trick and take steps do stop it.    When they detect it they’ll stop access by that IP address and even make refunds to the advertiser.  They also sometimes initiate criminal proceedings.

Having said all that you should also keep in mind that Google is now the biggest advertising revenue raiser in the UK.   All those advertisers wouldn’t be doing it (and there are some very big names there)  if they were being ripped off right , left and centre.
